Local councils across Australia faced growing pressure to modernise infrastructure, adopt smart city technologies, and deliver data-driven community services - but many lacked the strategic frameworks, internal capability, or clear investment roadmaps to act. Each of the seven councils had unique priorities, budget constraints, community contexts, and maturity levels that required tailored approaches rather than off-the-shelf solutions.
